With 85% Enrolment Rate, Sierra Leone Makes Massive Gains In Free Quality Education

The National Program Coordinator of the Free Quality School Education Project, Augustine Moses Koroma, has provided update on educational reforms at the weekly government press conference on Tuesday, September 2, 2025, at the Miatta Conference Centre, Youyi Building, Freetown.

The Coordinator recalled President Julius Maada Bio's pre-election pledge in 2018 to offer free, quality education to all children in government and government-assisted schools across Sierra Leone.
He added that during the official launch in August 2018, President Bio declared that education was crucial to his presidential pursuit and emphasised his commitment to ensuring that every child had access to quality education at no cost.
Mr Koroma outlined the program's key components including free tuition and public examination fees for children from pre-primary to senior secondary school, provision of core textbooks and essential teaching and learning materials, and school feeding targeting vulnerable communities to alleviate financial burden on parents. He confirmed that these components have been effectively implemented nationwide in the past seven years.
Mr Koroma highlighted the expansion of the school feeding program, which now serves 850,000 children across fifteen districts, compared to just over 1,500 when it first started in five districts.
He informed that the ministry has developed ten educational policies over the past seven years such as the radical inclusion policy that ensures all children—regardless of physical challenges, pregnancy, tribe, or status—are granted access to education, and the integrated early childhood policy which aims to boost preschool enrolment, among others.
"Government expenditure for primary education has increased from 27% to 92%, school retention rate risen to 129%, and teachers' salaries increased by 40%," Mr. Koroma concluded.
Mrs Maraima Khai-Fornah, Chief Executive Officer and Founder of Women for Sustainable Development Sierra Leone, commended President Bio's government for its achievements in the education sector, particularly the free quality education.
She praised the implementation of the school catchment policy, the school feeding and the radical inclusion that, according to her, have significantly improved girls' access to education as well as their performance in public examinations.
